Position Summary
The Commissioning (Cx) Project Manager – L4/L5 Focus is responsible for managing the execution of Functional Performance Testing (L4) and Integrated Systems Testing (L5) on complex, high-value construction projects such as data centers, cleanrooms, and critical manufacturing facilities. This role ensures that all building systems operate per the design intent, sequence of operations, and owner performance requirements under both normal and failure-mode conditions.
This position plays a critical role in late-stage project delivery, coordinating cross-system commissioning efforts, developing and overseeing test protocols, resolving performance issues, and ensuring systems are fully validated before final turnover. The Cx Project Manager serves as a key leader at the interface of construction, QAQC, OEMs, and facility operations teams
Key Responsibilities
Functional Performance Testing (Level 4)
- Lead development, coordination, and execution of Level 4 test procedures for major systems including:
- HVAC (CRAC units, AHUs, VAVs, hydronic loops)
- Electrical (switchgear, UPS, generators, ATS)
- BMS, EMS, and lighting control sequences
- Plumbing and life safety systems (fire pumps, sprinklers)
- Facilitate and witness system-level testing to verify sequences of operation, alarm logic, setpoints, failover responses, and automatic recovery functions.
- Coordinate between trade contractors, vendors, and commissioning agents to confirm all pre-functional conditions (L3) are met prior to test execution.
- Lead troubleshooting and deficiency resolution during L4 testing and document all outcomes and deviations.
- Ensure testing is aligned with specifications, commissioning plans, and owner's basis of design (BoD).
- Oversee black start testing, load shedding, life safety system integration, and automated fault recovery procedures.
- Coordinate test schedules with facility teams, general contractors, commissioning authorities, and third-party validation teams.
- Ensure system integration testing adheres to commissioning requirements, authority having jurisdiction (AHJ) expectations, and critical uptime standards.
Leadership & Coordination
- Serve as the primary point of contact for L4/L5 commissioning activities on-site.
- Maintain detailed test logs, Cx issue tracking reports, and testing documentation.
- Lead daily test coordination meetings and reporting to project leadership and client stakeholders.
- Drive real-time issue resolution and escalation of major system failures, software mismatches, or integration gaps.
- Support training and handoff procedures by validating readiness for operational turnover
Integrated Systems Testing (Level 5)
- Manage Level 5 testing across interconnected systems to validate system performance under real-world operating scenarios and simulated failure modes.
- Develop integrated testing plans simulating utility loss, generator startup, ATS transfer, BMS/EMS controls interactions, smoke evacuation, and concurrent events
Education & Experience:
- Bachelor’s degree in Engineering, Construction Management, or related field.
- 7+ years of commissioning or startup experience, with at least 3 years directly managing L4 and L5 activities.
- Advanced knowledge of mechanical, electrical, controls, and life safety systems in mission-critical facilities.
- Strong understanding of system interactions, failure mode testing, and sequence validation.
- Experience managing cross-disciplinary teams in high-pressure, schedule-sensitive commissioning environments.
Technical Skills & Abilities:
- Certifications: CxA, CCP, or NEBB Cx Certified.
- Experience in data center, semiconductor, or hospital commissioning.
- Familiarity with Cx software platforms (e.g., CxAlloy, Bluebeam, BIM 360, Smartsheet).
- OSHA 30 certification and high proficiency in safe system startup and testing environments
- Functional and integrated testing leadership

- Performance verification and documentation accuracy
- Client-facing communication and turnover readiness
- Root cause analysis and real-time troubleshooting
Physical Requirements
- Site-based role with regular work in mechanical/electrical rooms, rooftops, data halls, and utility yards.
- Travel required based on project assignments and commissioning schedules.
- Extended hours, night shifts, and weekend work may be necessary during live testing windows.
